The 2012-2013 San Luis Obispo Grand Jury has concluded its investigation into the procedures and practices of the Templeton Community Services District and its Board of Directors. The inquiry and subsequent investigation were prompted by published news reports critical of the activities of the CSD and allegations that its board of directors had not followed regulatory requirements or industry best practices for its policies and procedures.
The Grand Jury reviewed copies of minutes of Templeton CSD Board meetings, interviewed members of the press, past and present Board members, local residents and a Chamber of Commerce representative. The jury also determined that the web-site used by the TCSD was inadequate in reporting the District’s activities.
TCSD scheduled meetings were frequently cancelled without notice. Some citizens stated that they were not allowed adequate time to speak during the meetings that were held and that some special meetings were called without sufficient notification.
The Grand Jury has recommended that the Board conduct its meetings in a professional and collegial manner. The Jury also suggests specific training of Board members on the Brown Act and its mandates governing the conduct of CSDs.
